Kehl (1870-1936) served as a U.S. ambassador from 1897 until his retirement in 1932. Countersigned by Secretary of State John Sherman, one page, measures 23 by 19 inches, contains the fully-intact white paper seal, created in Washington, DC on October 15, 1897, and in near fine condition with only light soiling.
