This Rare Naval appointment document is signed by President U.S. Grant and the 25th United States Secretary of the Navy Adolph Edward Borie who Preceded Gideon Welles who was the Secretary of the Navy under Abraham Lincoln and Andrew Johnson. Borie's signature is very hard to find on a Naval document because he was only Secretary of the Navy for for 3 Months.This wonderful document for Richard Mason Lisle, Born in Pennsylvania.
