I do not know the meeting occasion herein, though at least two remarkable notables  here.
Undated
Seems to me, the hair at bottom right (Pres. L shoulder) quite possibly that of First  Lady E. "Rosalynn" Carter?
Condition ~ Left 1/2" upper edge has grime? moisture stain which a matting border would rectify.
Too, off-color lt. staining to left top edge,
white border only
.
Frame matting would eliminate the marred edge, and virtually nothing of photo lost.
(reference photos 5 & 6 for comparison)
A few tiny edge tack holes top and bottom white borders.
Likely too, this the only photo with these notables together ...
